Airport award drama heats up! Premier to sign Chinese deal this month!

ROAD TOWN, Tortola, VI- Without even securing the loan and without final approval from the colonial power the United Kingdom, it is our newsroom’s understanding from our senior National Democratic Party (NDP) sources that Premier and Minister of Finance Dr The Hon D. Orlando Smith is to ink the deal with the state owned China Communications Construction Company Ltd (CCCC) as early as January 23, 2017.

Premier Dr The Honourable D. Orlando Smith (AL) is expected to sign an ‘intent to proceed’ with CCCC which his Administration described as the preferred bidder for the Terrence B. Lettsome International Airport, Beef Island for the runway extension.

The final cost of the project is unknown; however, according to the same sources Government is to reportedly seek a $150M USD loan from a Chinese bank to fund the project.

Premier Smith is to carry out the Cabinet decision of December 21, 2016 which he chaired when his Administration awarded the airport extension project to China Communications Construction Company  Ltd, which is owned by the People's Republic of China, snubbing a local company ADC that had partnered with the IDC group and Sir Robert McAlpine Holdings.

Rebellion against the project

The move by Premier Smith to go ahead to sign the ‘intent’ deal with CCCC is seen by many insiders to tie the hands of those who are opposing the deal, particularly close NDP supporters, two rebel Ministers and three backbenchers.

It is our newsroom’s understanding that in a heated meeting over the weekend and late last week by members of the caucus, three backbenchers (whose names we will withhold) expressed their displeasure with the Cabinet granting the contract to CCCC when there was a local company in the mix. 

One female elected NDP member expressed the view that the NDP “does not respect or believe in our people…that is not right.”

It is our understanding that at the Cabinet meeting of December 21, 2016 where the decision was made to award the airport runaway extension contract to CCCC, there were two Ministers- Hons Ronnie W. Skelton (AL), the Minister for Health and Social Development and Myron V. Walwyn (AL), the Minister for Education and Culture- who did not support the decision.

Recently, some backbenchers have been expressing concern, including one Junior Minister. However, they are all expected to be in lockstep when the loan request goes to the House of Assembly for approval, according to one local political consultant.

Another Biwater?

Many of the NDP supporters have been opposed to the awarding of the contract to CCCC and many have equate it to when the Virgin Islands Party (VIP) had given a water purchase agreement contract to British company, Biwater.

Chairman of the BVI Health Services Authority, Bishop John I Cline has also been an outspoken critic of the deal and blasted the government for giving the contract to the Chinese, saying it is “no different from Biwater deal a few years ago.”

Who knows, maybe they are trying to give our territory to the Chinese. Governor Duncan, please stand up for the people against this wicked, corrupt government.       If Queen Elizabeth representative the Governor had done his job when our people were crying out for an investigation we would not be in this mess. Instead writing letters that he has withstand criticism according to the press.
      If he wanted to stand up for us he would have stopped it in cabinet and give the
      Governor a directive to take it off the minutes or not to support it.

      We the people have to stand for ourselves the Governor is not the one who told us to vote them in. You all pressuring him to do commission of inquiry two months after election.

    Why protest against something that is in the best interest to the people? The bid is cheaper, the labor is cheaper, the Chinese giving the loan and the longer RWY in needed. Local company have a next outside partner, much more money to keep everyone happy and with no experience in building a runway. You people have to much pride, just because your family can't eat big. Go tell them go look work and stop robbing working people. What you have to protest for? The money is in the bank, we are living and breathing, just some work harder for what they want and the rest want govt to hand me down everything.

      ADC was involved in the last extension project and IDL/Sir McAlpine have done Airport projects before, both runway and terminal expansion works, stop talking nonsense. The Chinese deal is no different to the Hospital where we brought in outside workers because the local price was more and the outsider price was 'CHEAPER'. How did that help us? We got shoddy work, no social security payments, no tax payments, hardly any locals in a job and then what? We still had to hire our own LOCALS TO FINISH THE JOB PROPERLY!

        @Foolishness you must be confused, the last expansion project was done by Lagan Construction International and J McArdle Contracts Limited was in charge of landslide development. Get your facts right. I remember meeting all the Irish men, and the local company robbers were in lock up! Can you not remember, how many money was paid under the table?

      it is not cheaper, the contract provides for variation, we all know that price is going to double under CCCC. The Premier does not have the necessary financing, approvals or mechanism in place so the taxpayer is going to end up paying millions for breach of contract for absolutely nothing. Every. Single. Time.

        Follow the money. The same Chinese company that bought Little Dix Bay is the same one that bought Baha Mar. Are they also involved in the airport development, they certainly have the money to finance it.

    all the more reason to have finance put under another ministry. There is no responsibility here. And the Chinese will own the BVI before long.
    Where will the labour housing go? the extended healthcare for its workers? added school space for their families? added vehicles on the road? classes for cultural understanding or we will run into race wars?
    noise studies for aircraft descending over residents for landing? they are VERY loud and frequent already. From West End, over RT, to circling East End.
    FOCUS on flights first for volume to see if it is practical. In between flights the airport is empty.
    But this will also mean another hotel, shopping centre, more development on Beef Island. This is Pandora's Box headed by a (nice) dreamer who isn't qualified to make these decisions.

All they know how to do is sit back and gossip, backstabbing each other and bring each other down. Just one day if the people of this Country get together march and protest, things will make a change. The people put them in office, the people have the power to change things. Tortola is sinking fast.     The truth is Government is under pressure by foreign influence to complete the airport expansion. They are the same person's who forced the construction of the Cruise Ship Peir. Money or not it will be done. The intention is to attempt to drown us in debt then shops us not throw us a life line. This is the last plot Mark my words.

    I hate to say it. Cant always criticise them.. I think it's a very good deal. We either get it now. Or lose it forever. This deal has long term benefits, plenty of it. The world is not waiting on us... This is an opportunity we can't miss.. I trust Ronnie and Mark when it comes to making good business deal. They will not allow Doc to sign a bad deal...

      Wasn't Mark making the deal on behalf of the Port. How did that turn out.? Wasn't Ronnie making the Deal on behalf of the Hospital. How did that turn out ?.     The expansion comes at a bad time.local contractors can't get paid now come think of when they sign this deal. Dr. Smith calling for resignstion from Bishop Cline. The fact remains the timing is not right.

    Time enought we the people of this county need to rise up. Too long we allow much wrong to go on. Where are our priorities? Health care in need of monies. The roads in a mess. People are suffering. Crime on the rise and the list goes on. Political struggle. We need the airport but we can't afford to do it now. I beg this government please to take another look at out people and country. Stop stop stop and examing our motives do a self check and see where we are going wrong. What is so hard about doing this. We need a proactive Government time to put your hands and heart to help the people and territory. Look around are we really satisfied with the was this territory is going? My heart akes, we can pray yes but if those in control dont pray for them selves and the territory we are really in trouble in this place. While leadership is truly a tough job sometimes we just need to examing our selves. Inner struggles can cause us to make wrong decisions which may not be in the best interests of the people.     So exactly what will we be getting for 150m? Is the expanded airport going to be able to accommodate long range aircraft like the 777 or even thinking bigger the A380 so direct flights from from say London can come and the expansion is then a once and for all kind of situation? Or will it only accommodate up to mid sized aircraft such as the 757? With possible further expansions down the road? And where exactly will the runway be extended to? Picturing the area as I know Beef Island I honestly cannot imagine where an extension of any great magnitude is going to go because I would imagine that for 150m it is going to be a complete re-do of the runway and substantial lengthening but where and in what direction that makes any sense? Into Trellis? With Trellis to exist no more? It would be good to be enlightened about that. And once it is all done and dusted are we going to get the traffic?? The Maurice Bishop Airport in Grenada comes to mind. It is supposedly an international airport but can anyone tell me who besides LIAT and Caribbean Airways and maybe Jet Blue flies there? It is definetly not busy like Antigua, Barbados, or even Hewanorra in St Lucia. Are we going to be another Grenada? Do we even want to be as busy as Antigua/Barbados with air traffic bearing in mind our lack of major hotels, proper infrastructure etc?

    Someone enlighten me as to how responible it is to sign a $154M contract and one penny has not been source as yet. It is highly irresponsible to sign a contract without having the money to fund it. It isn't not dealing in good faith with the people, as well as the contractor. A contract should not be executed without it being funded. A text book example of putting the cart before the horse. Anyone doubt that there will be huge change orders and cost overruns on this force fed project. Given the current BVI financial challenges, is this the best use of scarce resources.?
