ROAD TOWN, Tortola, VI – In an effort to bring down the associated costs of COVID-19 testing to tourists, as well as reducing the number of tests to be administered, Minister for Health and Social Development, Honourable Carvin Malone (AL) said the administration is working to review the 4th COVID-19 test requirement.

This comes after Premier and Minister of Finance, Honourable Andrew A. Fahie (R1) on October 26, 2020, announced that the VI government would require tourists to take a total of 4 tests before they are allowed unrestricted movement in the territory.

However, the announcements have since sparked concerns that the Government’s COVID-19 PCR protocols may be excessive and would deter prospective tourists from even considering the Virgin Islands as a destination.

Concerns over the number of COVID-19 tests

According to the Health Minister, during a Tuesday, October 27, 2020, press conference alongside the Premier, while the 14-day quarantine is not feasible to build a tourism product as determined by medical professionals, he said reducing it to four days means more requirements.

“There's a requirement that the test that is going to be accompanied on the eighth day is to make sure that we reduce the percentage of possible occurrence of the virus. That seems to be the most concern that we have in terms of the number of tests,” he said.

“We are going to look at this, but it must be looked at by the medical professionals, we cannot arbitrarily just say well we don't want an 8-day test because we don't feel it is necessary, we might be doctors overnight but epidemiologists we are not.”

The Minister said, therefore, the administration will have to consider the science behind the COVID-19 virus and determine what risk percentages the Government is willing to allow in the territory.

“If our citizens are telling us that it could be looked at in other ways that we can implement the safety of it, we are prepared to look at it and have our professionals look at this, not the politicians, not the leaders but to have the medical team look at what may well be best.”

The Minister warned; however, that the Government cannot jump on ideas solely because it is being popularly supported or proposed by the VI community.

“If we have an outbreak tomorrow the same people who would be looking critically at the measures put in place, will be the very same ones that will turn around the criticism in terms of, what have you done.”

    4 DAYS LOOSE QUARENTINE AT YOUR PLACE OF HOLIDAY, HOTEL, BOAT, VILLA
    TEST ON DAY 4
    END OF STORY, YES WE WILL ALLOW COVID IN BUT WE WILL CATCH 85% OF IT AT THE DOOR.

    IF YOU DONT AGREE WITH THESE TERMS I HOPE YOU HAVE PLENTY $$$ TO SUPLEMENT THE ECONOMEY....

    It is good that they are reviewing this although the rules on the pre travel PCR test seem to have been misworded as well. The Premier said that a PCR test must taken be at least 5 days before travelling to the territory. Surely any test must be within 5 days of travel otherwise the result would be out of date by the time any visitor arrives here

    What I would like to see are different plans not one plan for all. I will like to see a plan, the same plan for low risk countries and yachters once departure tests and arrival testing are negative They free to Roam of course they will need 48 hrs in quarantine until arrival test results are known. Of course they will need to download the app all quarantine must be done on land 48 hrs Just until arrival results are known,,,,,, However, I think that the present plan is perfect for High risk countries especially those travelling by Air.

    Too da** late to change your minds now hundreds or thousands have already cancelled their vacations here because of what was first printed.Tourist season lost.The government can’t publish their restrictions and then announce they are “under review” . Is there really a solid plan or is this being made up as you go along without proper though or input?

      Great people never shy about changing their position.. Godliness and wisdom starts with accepting you were wrong... I'm glad they did.... They won't be able to please everyone...I don't like the one plan for all,. What I like someone else May hate,. Maybe it's best to get the yachters input as to what is best for them...and the Hotelers in put to say what's good for them and u form your plans with safety as a priority.....

        Are the yachters and hoteliers medical professionals to make decisions on what are the best protocols to prevent Covid 19 infections in any particular country?

    Test when I get there then Test on the 4th day its best to just test me on the 4thday what is the difference between being tested when i land ..quarantine then being tested on the 4th day.

    I am encouraging you all people to please go the news and read the other Caribbean countries protocol some of them have tighter mergers then us and the people are not be heaving like some of us it is in the second test in some people it shows up yes we need them not the virus and I am sure the tourists want to no they are in a safe environment they don't want the virus either what's wrong with you all people we need to respect the rules don't care where you go the protocol are set and we need to live with it until better can be done

    The plan needs some tweeking. The arrival testing is not necessary the false positive rate when testing within 24 hrs of last exposure is 100% .....sooo all those tests are useless. The test at 4 days gives a false positive rate of 67% but this number varies. So look for certainties - with Covid19 there are few! The mean time for symptoms to develop is 5 days. Once people get symptoms they will test positive the false negative rates are much lower. So no day 0/1 test. Move to a universal 5 day test. Keep looking for symptoms after day 5 to ensure persons arent becoming infected later on. I understand the govt in a tough place. But mitigation of the risk is important - offer health insurance options for travel outbound if persons test positive. Ensure they are monitored for symptoms up to day 10.

    D answer is simple
    Let them do their test prior arrival then another upon arrival.
    They are now free but would be wearing the mandatory mask,social distancing and sanitation etc just like the rest of us in the territory ...

    Why bother, it will make no difference. You believe people are going to change their minds as they now only have to have 3 tests, wear a criminals bracelet and spend over $1000. Cloud cuckoo land.

    You have killed the tourism industry. There is no point in raking over the ashes.
