ROAD TOWN, Tortola, VI- “We will continue, for as long as we can, to assist you, our brothers and sisters of the wider Caribbean, mainland US, Europe and other parts of the world, during this unprecedented, unpredictable time,” were the reassuring words of Minister for Natural Resources, Labour and Immigration, Hon Vincent O. Wheatley (R9) as he outlined some of the steps Government is taking to address urgent issues of labour and immigration brought on by the COVID-19 pandemic.

33 businesses closed, 683 laid off, 72 terminated

According to Hon Wheatley, to date, approximately 77 businesses have contacted the Department of Labour and Workforce Development to provide information on their status, including that of employees.

He said approximately 33 of these have reported closure, some 683 persons have been laid off while some persons have been reassigned or reclassified as it relates to position and/or salary, and approximately 72 persons have been terminated throughout the Territory.

“Of the approximate 1300 employees reported as affected, 425 are BVIslanders/Belongers; 493 are Work Permit Holders; 80 are Work Permit Exempt; and over 330 of those persons are still being classified,” Hon Wheatley said today, May 3, 2020, adding that he is mindful that a number of job functions are on hold as employers try to work out, the details to accommodate the “New Regular” and in many cases, persons have had to be laid off.

He said where persons have been laid off, this should be reported to the Department of Labour and Workforce Development where an employer will receive further instructions on the way forward. 

“I would like to remind employers to be considerate of your employees, by notifying them first, of any changes to their employment agreement, prior to contacting the Department of Labour and Workforce Development.”

Further, Hon Wheatley said the Tourism industry is the hardest hit.

“With the tourism industry being one of our most important economic pillars, which accounts for a large cross section of workers in the Territory, any loss in the industry is not only difficult for that sector, but for the economy in general.”

Lay-offs

Hon Wheatley noted that as Government continues to meet to make decisions that will benefit all persons, residing in the VI, it recognises that the Labour Code, 2010 Section 104(3) and 107 speaks, to - if an employee is laid off, for more than three months, without a date, of re-employment, this person, is entitled to severance pay, if terminated.

He said in times of disaster, and in this case, a global pandemic, there should be legislation, to address the specific national situation, which Government realises is lacking at this time.

“The great burden on businesses, to identify the necessary funding for severance, and on employees to seek alternative employment where applicable, is evident.”

As a result, Hon Wheatley said in an effort to aid in the continuation of employment, where practicable, especially for the tourism industry, “before Cabinet right now, is a request for an amendment to the Labour Code 2010 to address an increase to the lay-off period.”

“People of the Virgin Islands, this, though a small step, in allowing ease of employment and increased diversification of the Department of Labour and Workforce Development, is a step in the right direction, to aiding our people when they need it most.

      What is the difference between terminated and laid off?

      77 businesses have contacted Labour - what sectors do these businesses operate so that we can get a better picture of the real situation?

      Final question - why don’t these bloggers refrain from their stupid island people comments? Are they more immune from the physical financial economical consequences of the current situation?

      If I am correct nothing was mentioned about giving stimulus packages to anyone. "Bvi lander'' just the way you spell this gave you away either you are not from here or you are plain dumb. Stoutt? You are jealous. Imagine you have people here working mostly for nothing ($6) at least yet they are able to pay rent, water, and electricity bills, buy food and clothing and yet save some to send back "down Island". Broke self! Again is it ok if the money was going "Europe"? One more thing, remember that whatsoever is happening will impact BV Islanders living and working in The US including St. Thomas. Not everyone has a Green card. Some are also working doing jobs they would do here like working at Walmart, as Security Guards, Hotels, Cashiers, Maids, Pet Shops, Doormen, Sanitation Workers, laundromat attendants and other jobs they would turn their noses up at here. These are the jobs most "Island People" do here so I agree with you send the "Island People" home cause we may have to make room for our own people.

    I could attest to that a lot of them from the island who construction workers in here illegal or them over stayed some don’t even pay nhI. Shame on the Contractors who hiring these man. Immigration and labor system need to sit down and look into a lot of things here and sending out some who out of jobs is priority.

    some among us have such poor level of conversation towards our people but still do not go where they are from: now is an ample time from them to return home because some them who are lingering have no gainful employment. Once things return to norm they free to return: the border should be open for those that desire to leave the territory. they can organise a charter service be it boat or plane alert their homelands and move forward

      After Irma was a better time to leave honestly. Irma happened a lot of places but not everywhere. This virus fallout is everywhere and its worst in some of the islands. Those who saying get on a plane and leave is very very inhumane. I am sure many of our people in the US already receive their unemployment check, and will continue to receive. Our economy cant support all that but if the people have a little savings to hold them over, let the people stay. All this nonsense about getting on the plane can make one feel unwelcomed.

    As a local person I am ashamed of my "people of the soil" behavior. "Send the home, send them home". What about compassion for our brothers and sisters. They helped us out after Irma. Pls dont forget that. You want ppl to just be sent home without proper planning. What about their personal items. Their vehicles, appliances, full year insurance, etc.. are they going to be reimbursed? What about sending the Americans, Europeans back? I'm only hearing about "island ppl". I'm disgusted to think that this is our mentally. We need to all come together during this crisis. Black, white, pink, brown, purple, etc. We are all humans and COVID 19 will not discriminate. All of us in the caribbean need to form strong alliances and forge stronger regional relationships. Pls my beautiful ppl. Stop this nasty hateful divide.

      The same people that are saying "Send the home, send them home" is the same people that have status in the USA whether it be a Green Card, Work or Student VISA, or full-on US citizenship.

      Some of them were born in the US and birthed their offspring in the US just to get rights but have been raised in the BVI since birth YET are quick to discriminate against others.

      I too am a local and I agree with you fully. When they send home the majority of expatriates, who is going to contribute to rebuild the economy, pay the rent to assist with mortgages, patronize stores etc. Some people only thinking of this one way. But this is always what happens. Its only when the fallout begins is when they will start to bawl.

      what compassions, you come to the Virgin Islands looking work, so you work and gets paid: you come to the Virgin Islands you need some where to live therefore you have to pay house rents: in other caribbean countries only the nationals of that country is given any government handouts but here is a free for all, is it a political strategy for votes

        In other Caribbean countries, the expat vs local population is not as high as in the virgin islands. Other caribbean countries do not depend on expats to "HELP" build their economy as much as we depend on our expats. This isn't about what other countries do. This is about how the BVI as a "christian community" should treat other human beings. I will not sit back and see someone suffering, starving and not help because they are not from here. Dont be ungrateful. Appreciate or dear island brothers and sisters. You are all so one sided. Nobody talks about uk or American nationals. They make up a huge majority of our expats as well. But noooooo take all the anger and frustration out on or neighbours from other islands. Black ppl really know how to keep their own down. That's why the asians and Europeans laugh at us and view us as worthless. Stop the hate. Let is all form strong alliances with our caribbean family. That's the strongest and brightest future of this region. Please ppl; "BVI" ppl, open your eyes and embrace all islanders. Imagine if all expats decide to go back home, then how will we pay mortgage, who will we employ as dedicated employee?     Hurricane season is right around the corner. It amazing how we forget so fast . In 2017 hurricanes Irma, and Maria ravaged the BVI and we were without power, internet, roofs, windows , and other basic needs for a long time . Life was a real challenge for most of us . The airport was packed with a lot of Patriotic nationals , abandoned their beautiful Virgin Islands, looking for the next plane out . A lot of people that are not from here remained here and they tough it out . We witnessed workers from most Caribbean countries came here to the BVI, to assist with,power restoration ,Contsruction and some volunteered. This men and women agreed to leave the homes and their families . Some were here for months some are still here . Why do some folks take pleasure in seeing another person struggle ? Why do some people actually pride themselves on seing another persons misfortune ? Careful folks Hurricane season is right around the corner and these days have been getting really hot. Hurricane Season is around the bend!

    I am so sick and tired of the bashing towards the people from other Caribbean Islands. I Was born and raised on Tortola, my parents and Grandparents were born and raised on Tortola. I have a neighbor for the past 4 years from St. Vincent and she is one of the nicest person that I know, she mind her business, work long hours, pay her land lord his rent the 1st of every month and is law abiding. Honestly, she has treated my family more kind than some of my own people. There is good and bad people in every race. Live and let live. Same thing in America, the Mexicans is treated the same way. Mexicans are America’s target and people from other Caribbean Islands is the target in the BVI.

    The waters are rough and choppy and hear are we the little bvi like that boat .that built to hold ten people which have 35 people..it sinking slow no doubt it is going to sink to the bottom ocean ...truth is throw off 25 save 10 ...and so in the future u can return and save thousands like before along with does expat thst bean all those years helping who made the bvi there home for them there children and grand children....it there home not like unto these Johnny ones wat came lately
