$20M SAP for July 25 HOA sitting

- SAP dates back to 2010 with $14,513,800 for Recurrent and $5,466,000 for Capital Expenditures

ROAD TOWN, Tortola, VI- Outside of the many controversial issues on the agenda for the tenth sitting of the second session of the second House of Assembly on Thursday July 25, 2013 the National Democratic Party (NDP) Government will be doing what the Virgin Islands Party (VIP) Government had to do for them on several occasions between 2007-2011; bring a cleanup Supplementary Appropriation Provision (SAP) to the House.

On the Order Paper is a motion to be brought by the Minister of Finance, Dr. the Honourable D. Orlando Smith, for a SAP dating back to cover spending from 2010.

It calls for the supplementary funds of Recurrent Expenditure of fourteen million, five hundred and thirteen thousand, eight hundred dollars ($14,513,800) to be charged against the Consolidated Fund of the Virgin Islands and another five million, four hundred and sixty six thousand dollars ($5,466,000) in Capital Expenditures by way of funds transferred from the Consolidated Fund.

The totals funds for the SAP are therefore some $19, 979, 800.00, close to twenty million dollars.

NDP left the biggest need for a SAP in History.

Many will remember that it was the Virgin Islands Party (VIP) Government of former Premier and Minister of Finance Honourable Ralph T. O’Neal OBE who in 2008 had to take to the House of Assembly a SAP to the tune of $45 million dollars to clean up the bills left by the NDP while they were in office during 2003-2007. It is also reported that many smaller SAPs for commitment from the NDP Administration were also taken to Parliament at various times during 2007-2011.

It is unclear if the NDP Administration will have to take anymore clean up SAPs from the VIP Administration before their term expires in 2016.

The House of Assembly sitting of July 25, 2013 will commence at 10 A.M. at its Chambers in the Capital City, Road Town, on the main island of Tortola.

The session will be carried live on CBN Channel 51.

      we have to break the cycle of Ralph and Orlando they have both been the main problems in this country for the pass 15 years in terms of lack of real progress

    You mean 20 million SLAP for them r@$$$$$$$$$$! How the hell they say we broke and all this money from sap? This Government making we suffer for them own benefit. Get rid of them QUICK. I had enough. I broke and this secret society team messing with our food deh man!

      @Chuckle...Stop behaving like an ignaramous. When you get rid of this Government who are you going to elect the VIP? I gurantee you the day you re-elect the VIP is the time when the UK will step in and take over our finances. What then? If this happens you will be among those who will be crying and asking people to march on the Governor's Office. People need to understand that the BVI is experiencing tough economic times and Government cannot simply throw money around like they have it in abundance. You sound like one of the many BVIslanders who feel they have a sense of entitlement to the contents of the public purse. They want Government to help them build their homes, pay their rent, their phone bills, pay for them to take a vacation ect. While I have no problem with Government helping people who have ligitimate needs such as sickness I hate the fact that there are many who want to take advantage of the system.
