2012 - 2016 audits an ‘enormous’ task - AG Phil Sharman

ROAD TOWN, Tortola, VI - The newly appointed Auditor General Phil Sharman has given a clear notification to not expect the audited reports of the government's accounts any time soon as he said it's an enormous task.

Mr Sharman, a United Kingdom national, was appointed to the post by former Governor John S. Duncan OBE, who left the territory recently after completing his contractual stint here.

Sharman commenced his duties as Auditor General earlier this month and, while speaking with reporters on August 22, 2017 following the swearing in of the new governor Augustus J. U. Jaspert, gave a heads-up not to expect the outstanding audited reports anytime soon.

The territory has been without an Auditor General since Ms Sonia M. Webster resigned from the post in the latter quarter of 2015.

Up to the challenge

"To complete an audit for 1 year is a sizable task. To complete it for four years and then the current year is going to be enormous but we are up to the challenge," said Sharman adding that with the proper support, him and his team will complete the task in due course.

According to Sharman, the reports for 2010 and 2011 have been completed and taken to the House of Assembly but the outstanding for 2012 to 2015 are prepared in batches and are currently on his desk. However, those for 2016 are still in the office of the Accountant General.

"I will be working closely with the Financial Secretary to work out a recovery plan for those back logged years so that we can bring those forward to the House in due course.... That is not going to be an overnight process.”

While welcomed in some sections, Sharman and other UK nationals have not been. Many feel their appointment is strategic to impose again full British rule over the territory.

The Premier and Minister of Finance Dr The Honourable D Orlando Smith (AL) has come under heavy fire for allowing the former governor to step in and saturate the most senior positions in the public sector with UK nationals. The Superintendent of Prisons, Commissioner of Police, Director of Public Prosecutions and the Auditor General are all UK nationals.

Meanwhile, the non-production of the territory’s financial audits has been a "hot topic" for quite some time with Members of the Opposition, the media and the public, continuing to call for them.

    Sharman - you need to do a forensic accounting examination of All the years while you are at it! This current government have spent beyond our means and we have very little to show for it. Way too much back-door and under the table shenanigans have been allowed to go on uninterrupted for eons.

      Lord the audacity of these people telling Mr. Sharman what to do as Auditor General. Let the man do his work in peace. He obviously knows his mandate. How is it people like to come on here blogging without facts. They are not even saying, "it is my belief, I readily believe," they bluntly say with their hidden evidence that the "Government has spent beyond our means and we have very little to show for it." For Christ's sake, let the man do his work without interference. Keep out from spoiling the audit.

        I stated what IMO and what I have seen with my eyes wide open and not close such as yours! I can list out for you the 'projects' that have NOT given us value for monies spent. I can point ALL over this territory where private businesses have up to date financial accounts as per the business acts and legislation. Why has this government not provided those financial statements for years? Makes anyone with a sliver of business acumen ponder as to the True state of financial affairs in the country. All around us our neighbors are struggling financially - Fitch Ratings and Moody's just downgraded there USVI further (Puerto Rico again?). So as a tax paying citizen I am well within my means to request that the Auditor conduct a forensic financial audit alongside his 'mandate' as you put it. Where in the world can any business or government spend and not know where the are financially- for one the monies spent to date on road infrastructures have not shown value for money. The same way persons comment about crime and social issues and demanding the authorities curtail crime - the white collar crimes also need addressing.

    I definitely agree with you that it will be an enormous undertaking/task.

    However had it been a local that made that same statement, it would have been an unacceptable statement. Many times locals are expected to work twice as hard as expats for the same task with less pay.

    Listen up Mr. Auditor general, please take on the enormous task, do all the audits, let who have to get lock up, get lock up and let the chips fall where they may. This is what the NDP wants to hear, they are hoping that you will desregard all those years audit and start afresh but please don't let them have their way
