ROAD TOWN, Tortola, VI – Today, November 22, 2019 marks two years since the shocking shooting to death of 11-year-old Trinity A. Moses and 41-year-old Franklyn E. Penn Jr at West End, Tortola.

Police had reported that the vehicle the victims were in was on the West End public road in the area of the graveyard around 9:30 PM when at least two scooter riders rode up to it and fired indiscriminately. One of the three persons in the vehicle survived the brutal attack.

Public has crucial info on shooting!

Two years later, detectives from the Major Crime Investigations Team are still seeking the public's assistance in identifying those responsible for the attempted murder of Ramona Moses of Huntum’s Ghut and the murders of her daughter Trinity and Mr Penn of Parham Town, East End.

"At around 09:45pm on Wednesday November 22, 2017 the three victims were travelling in a white Suzuki XL7 along the Sir Francis Drakes highway at West End when they came under gun fire from the unknown assailants. Trinity Moses and Franklyn Penn died on route to hospital whilst Ramona Moses was fortunate to survive. Today marks the two year anniversary of the incident," Police stated in a press release today, November 22, 2019.

According to the press release, detectives believe that members of the community have crucial information that could assist in identifying those responsible and to bring some closure to the grieving families.

A reward of $100,000 was offered in 2018 and is still available for information leading to the identification and charge of those responsible for the murders of Penn and Moses.

Anyone with information relating to these crimes are urged to contact Detective Inspector Vernon Larocque; directly on 368-9809 or via the Major Crime Investigation Team on 368-5682. Police said all information would be treated with the strictest confidence.

Families plead for justice

Meanwhile, the family of the late Franklin E. Penn Jr stated: “As a family, we have lost so much. In 2017 alone, we lost our father and two brothers. Although we continue to get through each day, we still cannot come to terms with these losses, two of which were very tragic. Tomorrow will be the second anniversary of our beloved Franklin’s death. We still have no answers as to why he was taken from us so tragically; a young man who was quiet and kind-hearted, never interfering with anyone. He did not deserve to have his life cut short this way. Although we know that nothing we can do will ever bring him back, we need questions answered and for those who took his life to be brought to justice. Not a single day goes but without us thinking of him and sometimes, the tears still fall. We plead with anyone who may have any knowledge surrounding the death of our brother to please come forward.”

The family of Trinity A. Moses stated: “As the family of Trinity Moses, we would like to thank everyone who helped and showed support to us in our time of grief. We are now pleading to the public to help us by coming forward with any information that can assist, as Trinity was a very loving child and was someone’s daughter/niece/grandchild which has left a void in our lives that cannot be filled.”

    Even though it has been 2 years, it seems like just yesterday Trinity was laughing and playing at school. She was such a loving and caring child and I know all who met her, can say the same. She was always willing to help and share whatever candy or snacks she had. I can also say that Mr. Penn was a very quiet person who was kindhearted. It is beyond sad that both lives were cut short and 1 life would be forever changed. I pray that those in the community who have information, will please share what they know and let justice be served and let the cowards who are responsible be held accountable because even though it was a case of mistaken identity...the victims AND their families deserve justice.

      I pray for the same. But it's sad that many people know who were responsible for the shooting , but choose not to say anything. So, I hope their conscience along with the murders will haunt them and they can never be at peace.

      when the police do their work it's a problem, when they don't get it done in the manner ppl think is so easy to be done they still talk. come on the police are human not super human. check the one police who be doing his wrk, see how much person bashing him for throwing that lawyer out the court. you can never plz all

      Well, as it was said many times already, people know who committed the shooting, but nobody want to talk. It was also said that the victims were mistaken for someone else because of the rental they were in, but without solid clues or information, how will justice be served to the victims?

    I have to thank VINO for this article because I know many people tend to forget about victims of crime. So, thank you for the remembering the victims. Have to give thanks to the RVIPF for their hard work and dedication. This case touched many of us because Mr.Penn was a very nice person and also, many of us have children who attended school with Trinity...and every single one of her friends and classmates only have good things to say about her(very kind and quiet). I know many of her teachers and schoolmates are still hurting, but I will continue to pray that justice will be served.
