2 more head to court for Cornel M. Francis’ Murder

-One more, Andraes Norfolk to be extradited from St. Kitts for the same case

ROAD TOWN, Tortola, VI – On December 12, 2014 family members of murdered Cornel Melbourne Francis are highly likely to be in the Magistrate’s Court room to witness the processing of two more persons that have been implicated in the daring execution style murder on May 9, 2013.

Francis who had signed out of witness protection some time prior to May 9, 2013 became a target by suspected sources. He was shot multiple times about his body while hanging out at the Stickett on the ill-fated night.

But while his family grieves and prays for justice at every possible level the Royal Virgin Islands Police Force (RVIPF) did not go to sleep and to-date three more have been fingered and taken into custody. The latest to have been charged in connection with the Murder was 39 year old Jefferson Joseph. He was charged with inciting of another in the murder of Cornel Melbourne Francis.

This information was released yesterday November 19, 2014 by the Public Relations Department of the Royal Virgin Islands Police Force (RVIPF).

On October 10, 2014 the RVIPF had announced that two men Kavarne Richards, 28 and Andraes Norford, 23, were arrested in relation of the murder. They had also indicated that Norford is being held in custody by the St. Kitts authorities subject to extradition proceedings for his return to Virgin Islands (VI) to also face murder charges.

But in the meantime on October 13, 2014 Richards was remanded to Her Majesty’s Prison at Balsum Ghut and come December 12, is scheduled to appear along with Joseph to start the process of justice at the Magistrate’s Court level.

Richards is said to be a sibling of a senior magistrate in the judicial system of the VI.

    Schedule 1,as directed by section 13 of the Police Act,Chapter 165,of the Statutory Laws of the BVI,makes provision for Police Officers to take the Oath of Office,before serving Her Majesty.

    The Oath-
    [""I x x Do swear that I will well and truly serve Our Sovereign Lady the Queen,Her Heirs and Successors as a member of the Police Force in the Territory of the Virgin Islands without favor or affection,malice or ill-will;and that I will cause Her MAJESTY's PEACE to be preserved,and will prevent to the utmost of my power,offences against the same [PEACE] ;and that,during any time that I do or may hereafter hold any appointment in the Police Force I will to the best of my knowledge and skill discharge all the duties thereof faithfully ACCORDING TO LAW""]

    Based on that lawful Oath,taken by every member of the RVIPF, Police Officers must be recognized and respected by all citizens as [Royal] Public Officers of Her Majesty:Serving Her Majesty in the BVI.

    Thank you my dear Royal Police Officers for protecting the citizens of the BVI: I feel at peace in the BVI,because of your presence.

    Her Majesty-The Queen of Buckingham Palace,through Her Representative,the Governor of the BVI, will be pleased to have learnt that Her Honorable and Royal Police Officers of Her BVI,have continued to execute their STATUTORY-duties in accordance with their Oath of Office, to protect Her Majesty's Citizens and residents from these RUTHLESS and heartless criminal who attempt to rage terrorist-style fear, on the peaceful and loving people of the BVI.

    Let me congratulate the Commissioner of Police Mr.David Morris; his qualified detectives and the Deputy Commissioner of Police,the latter being a highly qualified detective,known through out the region,as one of the best in the Caribbean and one the best that the BVI has ever seen.

    I will continue to pray for the good citizens of Her Majesty in the BVI,to call on God to first protect Her Majesty's Royal Police Officers, for their selfless service in defending the BVI against external and internal aggression.

    I have predicted through spiritual encounters, that all who rage terrorist acts against the peaceful citizens of the BVI will be caught,arrested,charged and prosecuted for their crimes against the people of the BVI.

    For once in our lives we need to da. Thank you to the hard working officers. As a BVI lander I must say a bit more is been achieved. Give jsck the jacket when it's due. If they do nothing we complain if they do we complain . Stop for once and just say thank you.
