It was unearthed in the House of Assembly (HoA) following a question posed by senior Opposition Member Honourable Andrew A. Fahie (R1) on February 4, 2016 that via Advance Warrant for 2015, which was regularised in a 2015 Supplementary Appropriation Provision, the Ministry of Education spent two amounts of funds on the Elmore Stoutt High School (ESHS) wall which they described as a 'fence.' ROAD TOWN, Tortola, VI- With many schools without basic teaching aids, and others without basic resources such as toilet paper, water and classroom space, the Minister for Education and Culture Hon Myron V. Walwyn spent One Million and Seventy-eight Thousand Dollars ($1, 078,000.00) on the Elmore Stoutt High School (ESHS) perimeter fence.

This was unearthed in the House of Assembly (HoA) following a question posed by senior Opposition Member Honourable Andrew A. Fahie (R1) on February 4, 2016. It showed via Advance Warrant for 2015, which was regularised in a 2015 Supplementary Appropriation Provision, that the Ministry of Education spent two amounts of funds on the ESHS wall which they described as a “fence.”

The two figures spent around the 2015 election time were Eight Hundred and Twenty-eight Thousand Dollars ($828,000.00) and another Two Hundred and Fifty Thousand Dollars ($250,000.00), according to information released by the Minister of Finance Dr The Honourable D. Orlando Smith.

Many are now concerned about the spending of that Ministry in light of many vendors under the Ministry of Education and Culture still not paid, including local bands that played for the 2015 Road Town Festival.

There has been no breakdown provided or the name of the contractors for the over One Million Dollars spent on the Elmore Stoutt High School wall, however, many schools are today being told that there is no money for items requested by both the public primary and high schools.

Walwyn a hypocrite?

Many are also calling Minister Walwyn a hypocrite for criticising now Opposition Leader Hon  Julian Fraser RA (R3) who built a wall costing a few thousand dollars in his district, claiming at the time it was a waste of money. The retaining wall built by Hon Fraser was to prevent road erosion on the public road.

Hon Walwyn had said his Million Dollar wall was constructed for security purposes at the main public secondary school on the island of Tortola.

Efforts to reach Hon Walwyn for a comment were unsuccessful while Permanent Secretary in the Ministry of Education and Culture Dr Marcia Potter hung up on us while we were presenting our question about the reported lack of supplies for schools.

    Don't they have a technical college that teaches masonry and carpentry. These are the kind of projects they used as their practical lesson well supervised. Also I know of 3 to four good mason and a good carpenter in prison. Put them on this kind of project. Pay them minimum wage safe it for them so when they come out they have a few grand to get started.

    Why is every project seems to cost seven figures. Cannot blame the contractors though. Contractors make offers and government accepts. The burden is on government. The only question is the bids fair and reasonable and in line with the givernment estimate and consistent with market prices. Every contract/bid should have a government estimate, including change orders.

    The wall indeed may cost a $M+. But let's see the bid tabs. Are tax payers getting value for money? Just keeping it real and on the level. Did not JF D-3 get a lot of flack for the SCB wall?

    It is time the Premier curtail the expenditure of his ministers and their extravagant spending spree. In order to gain popularity, some of these ministers are giving contracts to their friends to secure votes in the future. Mr Premier your troops are embarrassing you and the public is not too pleased.
    There are many people who are financially strapped and to see such waste of scarce resources on a security fence. Will that stop the lawless behaviour at the Elmer Stout High school. No.

    The wall at high school was much needed and is serving a purpose. 1 million dollar for a wall of that size and length is not a lot of money. We need to stop criticizing everything just because we don't like the person or are not in the same political party.

    Was the thing needed for the country? Yes or no. Then move on! Stop this pettiness please. You are killing the very country that you claim to love with this childishness.

    Where is the cost break down? Where are the bids? $ 1,000,000 is a lot of money! If you split it 60% materials, and 40% labor, and allow for $ 200 per day (and we all know that masons get paid less than that here) per person that works out to be 2,000 person-days!, or 40 days for a work team of 25 people! And, if it was built just from cement, allow 20% for form making materials (or $ 120,000), that leaves $ 480,000. Say $ 2500 for 10 yards of cement,that buys you 1920 yards. Say the wall is 6 inches thick, and 8 feet tall, that's enough for a wall 13,000 feet (or about 2.5 miles) long. The price for the wall just does not seem credible.
    Let's also say that the government got bids in this price range. Where is the government's obligation to accept such bids? And, where is the integrity of contractors who submit such inflated bids? Sure, there may be a lot of money in the BVIs (though the supply seems to be dwindling) but there is not an inexhaustible supply.

    ask f..ie about that 650K he spent on an education project while he was the minister for education: at least the tax payers can see the wall that Myron spend the money on....all now no word on that 650k of the territory's tax payers money..up and down scrutinizing current government spending while he was in office did all manner of bull with your tax money, what about all that money on drag racing study and what about all money on medical study NOT one word NOW playing minster finance
