'$1M in equipment sourced from China without tendering' - Hon Vanterpool
He was at the time responding to questions posed to him by Honourable Andrew A Fahie (R1) during the First Sitting of the Fourth Session of the Second House of Assembly on Monday November 10, 2014.
“Madam Speaker, would the Honourable Minister for Communications and Works please tell this Honourable House whether or not the approximately one million dollars ($ 1,000,000) of road paving equipment that he announced that Government had purchased and was due into Port Purcell was tendered? If no, why not? If yes, state when and in what form was the tender done; and provide the name of the company and the local representative and their address for each of the road paving equipment vendors that submitted tenders, inclusive of the vendor selected,” Hon Fahie asked.
In response, Hon Vanterpool said, “Madam Speaker, the answer for ‘A’ the answer is yes. Quotations were sought from manufacturers and suppliers of the specialized equipment. Six quotations were received by the Public Works Department and evaluation was conducted and the results submitted to Cabinet for a decision.”
He said on February 14, 2014 Cabinet approved the purchase of approximately $1 million of specialized infrastructural works equipment directly from a company called Wuhan Kudat Industry & Trade Co. Ltd out of China.
“Madam Speaker the Ministry of Communications and Works made a direct purchase from Wuhan Kudat Industry & Trade Co. of China. There was no local representative for the company,” the Minister said.
“Is the Minister saying that they sourced for the equipment and not tendered for the equipment? Hon Fahie inquired in a follow up question.
Hon Vanterpool responded, “Madam Speaker in the sense of the regular tender process through the procurement [mechanisms] of the Government, it was not done that way. There were six manufacturers and supply companies who were asked for quotations. The Public Works Department recommended one to Cabinet and Cabinet made the approval of that company.”
